Unlike existing models, and environmental management systems of corporations, large industrial and agricultural enterprises consider the possibility of establishing a system of sustainable management structures and within the territory of the municipal district, covering various areas of economic and socio-cultural activities.

The article considers the settlement as an object of public administration, types and forms of settlements, the approaches to the administrative and territorial division, ways to optimize the management structures and mechanisms.

The article is devoted to consideration of the question of increase of efficiency of the control system in the housing sphere. Analyzed is foreign experience for creation of a competitive single market participants in the mortgage lending and Russian practice of creating the unified development Institute in the housing sector.

In this article there is considered the relationship of organizational culture and contradictions of management. High level of organizational culture shows that the team is focused on the general trend of development of institutional capacity, which acts as the mission of the organization. Every employee must be involved in the development of the administrative decision. An active engagement of workers entails the development of mechanisms for the resolution of the main contradictions and derivative control.

The article analyzes the scientific approaches to the definition of the place and the role of monitoring in the management system of the organization. The study identified two basic approaches: a methodological approach and management approach. As methodological approach, monitoring is seen as a special form, a method of scientific research. Management approach focuses on understanding the monitoring as function, method, tools or component of subsystem management in the organization. The above article analyzes allowed to formulate their own vision of the place of monitoring in the management of the organization as information and analytical control subsystem, providing timely and quality management decisions.

Education is priority area, socially significant blessed, is a purposeful process of training in interests of person, society and state. The state educational standards define an obligatory minimum of educational programs, requirements to level of preparation of graduates, and also admissible volume of an academic load of the trained. Theoretical aspects of the informal market of educational services (IMES) locate in work. The main results of the market researches executed on the example of higher education institutions of Altai krai, the confirmed projections concerning its development in the medium-term period are analyzed. The conclusion about perception of NROU by most of the population as certain norm of post-industrial development is drawn.

The article discussed the institutional changes in the system of evaluation the quality of public services in the context of administrative reform in Russia. The basic formal institutions regulating questions of evaluation the quality of public services and monitoring the work of state structure. Showing trips to evaluating the quality of public services, marked the direction of improving the system of public administration. In conclusion are given recommendations for improving the system of assessing the quality of public services.

The article describes some aspects of categorical certainty of the notion of "social partnership". Special attention is paid to the consideration of modern problems in the sphere of implementation of the directions of social partnership, as well as analyzes the key elements of the system of social partnership in the Russian Federation.

In the article the location of human capital is determined in organization of economic development. A thesis is grounded that efficiency of strategic management can the process of forming of innovative model of economy be substantially enhanceable due to upgrading of human capital. Terms at that the substantial upgrading of human capital becomes possible come to light.

The article discovers the nature and determines the correlation of actual (real) and fictitious human assets as based on politico-economical approach. The objective preconditions are revealed as well as the conditions of formation and forms of appearance of the fictitious constituent of human assets as decompensate, substandard resource nonconforming the needs of economy. The role of education in formation of human assets has been testified, and the directions of national educational system modernization substantiated in the context of human assets fictitious component minimization in modern Russia.

In the Russian Federation is the biggest problem of economic development, the problem of structuring. The article examines patterns of illegal (undocumented) immigration in the context of globalization of the world economy and the need of transition to a new paradigm: from the fight to counteraction using a variety of measures based on international cooperation of the recipient countries and donor countries of illegal migrants. The emphasis is on economic measures that resolve the contradictions between recipient countries and donor countries, between the government and business, taking into account the interests of all participants of the migration relationship.

The article analyzes the existed in the Russian labor market adaptation mechanisms to relevant economic conditions. It is noted that the structure of the post-soviet countries' labour market, particularly Russia, is determined by the features of transition period. In article the control system of the state services of the region is considered: dynamics of development of a network of the multipurpose centers and the provided types of state services, an assessment of efficiency of their granting. Problems in this sphere are revealed and the directions of development of public nature of management of process of providing state services are offered.

In this article, the author analyses the institute of local self-governance, which represents the interests of the local population and in Russian society plays functions linked to the population's life.On the basis of data from sociological studies and according to the communication scheme of institutionality, the author concludes that instituts of local self-governance with a medium level of trust present potential for stability as a structure of interactions between governmental and social instituts.

The article examines the specifics of the transformation of competitive environment of the banking sector in Russia in the periods of 1860s-1917 and in the modern period. The author shows a spiral form of such transformation.

The ongoing reform of Russia's tax system is aimed to solve the problem of filling local budgets and increase the efficiency of the local issues solution. The key idea of the reform is the transition to the taxation of real estate based on its cadastral value, which is in contrast to the inventory value, used before, as close to the market value. The paper presents a comparative analysis of the market and the cadastral value of real estate as an example of the housing market in Rostov-on-Don. Calculations made by the author demonstrate the discrepancy of this kind of value; it proves the need to improve the mass appraisal of real estate methods and price adjustments.

Article is devoted to the analysis of interelite contradictions, their influences on the political capacity of the Russian society and political processes of modern Russia. The author compares typology of elite with typology of political conflicts, reveals certain types of the conflicts, are most peculiar to certain types of elite, investigates opportunities and mechanisms of their settlement.

The GLONASS project is political and economic, influencing ensuring national security of Russia and stimulation of innovative technologies, however, despite expansion of a satellite segment of infrastructure of geopositioning, the elite has no understanding of its importance. Therefore in this article problems of application of the GLONASS technologies with justification of their economic and social efficiency are considered.

In article the basic concepts describing political and information streams in system of public administration are analyzed. The author allocates the convergent constructs of standard level urged to organize process of preparation and use of political information. Deviations from such set of standards should be considered as deviations in political management. The set of the standard constructs revealed in the course of the analysis is designated by a research matrix.
