Abstract
The article analyses public companies as a form to adapt ownership relations in the public sector to innovation activity. It also focuses on the mechanism of the vertical integrated system influence on the adaptive economy formation and their role in the transition to innovation development. Modification of ownership relations is reflected in public companies. Transformation of economic relations takes place in the public sector that results in the change of management system. The ways to reach stability of the society are analyzed here. This is considered as a national idea of Russia.
