The article reviews world and national methods of investment climate estimate, that helps to reduce the investment risk. Such estimations, systematic national and regional investment climate monitoring, investment ratings increase attraction of national and foreign investments and stimulate economic growth. But the conditions of our research are ratings methodical variety, some countries absence in investment ratings and lack of regional differentiation. The authors try to arrange all estimation methods and adapt them to the regional level.

The article is devoted to analysis of the application conditions in the open tender procedure as the method of determination of supplier by public purchases in the period from 2006 to nowadays. There are advantages of the open tender mechanism, problems of legal system adaptation, and development this method of public procurement in formation contract system in RF. There is a negative dynamic of applying the open tender procedure and its effectiveness within the law № 94 FZ. That’s appoint to inattention to these way of public purchases within the previous normative legal base. Based on the recited facts and analysis of the technologies of public purchases leads us to the conclusion about progressive evolution this way of the open tender procedure and expediency of expansion sphere its application among other things by means of proceeding to the electronic tenders.

The paper proposes a conceptual analysis of prospects for civic nationalism in Russian society. Concluding that the tradition of Russian nationalism with respect to the denial of the idea of statehood contains empire, as a union of peoples, the author believes that both the imperial scheme of the perception of the state nadetnichnoy community, lets go to a model of civic nationalism in which ethno-national differences are translated into mode civic virtues. The author believes that the desire for another "exploit" the imperial mood creates the effect of rejection of society from the state and affect the growth of ethno-national separatism. The author establishes the position of the reality of civic nationalism, if understood by those Russian political ideology of the nation as a community of citizens who perceive the imperial experience as a cultural tradition.

In this paper on case studies method in educational courses authors provide a brief review of methodology of case-study, its nature and the ways in which they can be used.
