In the article an attempt is made on the rich sociological material to research the problems of effectiveness of bureaucracy and bureaucratic clientalism in the context of subjective indicators. The author comes to the vast stratum of generalizations in the concrete link to the situation in Russia, which is being constructed in the last decades.

In the article “The state innovation potential component of the regional industry” a new approach and implementing its concept of creating the mechanism of state regulation of increasing and using innovative potential of the industrial regional sector are considered. A new economic mathematical instrument of industrial innovations of effective investing into the regional cluster is also described.

The article points out the need of development of national model of interaction of municipal power, entrepreneurship and local community. The author argues that cooperation of municipal power, entrepreneurship and local community must become efficient institutional and infrastructural element in local government, and partnership, confidence and initiative the basic element of interrelations and cooperation of local economic organizations at the local level providing competition and effectiveness of the economy of Russian municipal entities.

The aims and instruments of innovation-oriented regional youth policy are grounded. The role of youth in the system of innovation oriented economy and specific features of its economic behavior in the sphere of education, on the labour market is concerned with. A comprehensive characteristics of modern innovative technologies and institutional factors of the youth development potential of the regions are given. The expertise of the Russian regions on the development of an innovative component in the work with the youth is analyzed.

Analyzing the Federal contracting system, the authors allocate the principle of the customer professionalism, which requires the modernization of the training programs for the specialists in the sphere of public administration. The standardization of additional education program stipulates for the development of federal government requirements to a minimum content of an additional professional education program which is called "Managing the state and municipal procurement".

The main directions of e-government technologies using in order to support the modernization of Russian industry are shown in the article. Based on the analysis of the present level of e-government development in Russia some steps are suggested for the activation of e-government role in the industrial development.

The essence of creation of conditions for financial safety of the organizations of various kinds on the basis of studying of works of the Russian scientists is opened. Various variants of management by financial safety of the organizations depending on activity scale are shown. Management structures by the large companies, and also the enterprises with average and small volumes of output are developed.

Успешность генерирующей стратегической семейной линии зависит от того, насколько системными окажутся изменения в организации и управлении системой социальной защиты в процессе разработки и реализации мер в области повышения эффективности этого важнейшего механизма управления общественными отношениями.
