The purpose of the article is to assess the ongoing changes in the structure of the Russian system of administrative management as a result of a gradual transition to digital technologies and tools in various areas of public administration. The article focuses on the specific features of the development of the Russian information society and the transformation of its public administration system. The use of information technologies in public administration provides an opportunity to create comfortable conditions for citizens and business structures when receiving state and municipal services. The introduction of innovative public administration tools, in our opinion, provides an opportunity to significantly increase the efficiency of public functions and the quality of life of the population.

The article substantiates the role of digital transformation in changing the way a business operates and organizing production through the development of new digital technologies: the Internet of things, new generation wireless networks, cloud computing, big data, artificial intelligence, blockchain. Each of them becomes possible due to a sharp increase in computing power and a simultaneous decrease in their cost. The authors concluded that digital technology is radically changing the way research and innovation is conducted, which creates more opportunities for the growth and scaling of startups. For the Russian economy, high-tech business is a key source of economic growth and a driver of digital transformation.

The article identifies factors that influence the nature of the process of interaction between business entities and public authorities. The authors identify traditional and electronic tools that can be used by business entities for GR-interaction with public authorities. According to the results of the study, it was proved that in the digital transformation of public administration and all spheres of public life, new opportunities open up for the further development of GR management. In conclusion, the key problems of the development of GR management in the Russian Federation are formulated, ways to solve them are proposed. The article identifies prospects for the development of digital technologies as one of the key factors for increasing the level of efficiency of information channels of business entities with public authorities. The authors identify the main patterns of improving information communications in the framework of the GR-management on the provision of state support to business entities. According to the results of the study, it is concluded that the processes of modern expansion of the use of digital technologies in GR-management are an effective basis for strengthening the implementation of entrepreneurial initiatives in public authorities on regulating the functioning of business entities in the system of modern socio-economic processes.

The article proposed the author's approach to the identification and evaluation by public authorities of the prerequisites for the formation of clusters in the region. The approach is based on the calculation of two indicators: a settlement rating, which the region occupies, among other regions of the Russian Federation, which are the main producers of products of this industry; relative increase in production of a particular industrial sector. The calculated indicators determine parameters that are different in nature, at the same time their parallel application gives the author’s approach an integral character and increases the adequacy of the results to the realities. The proposed approach was tested on the example of the Volgograd region. It is revealed that the metallurgical, construction and agricultural sectors are a promising direction for the cluster development of the economy of the Volgograd region. The conclusions obtained from the analysis of the prerequisites for the formation of industrial clusters in the Volgograd region are confirmed by the priority areas of investment development in the region.

The aim of the study is to reveal the potential of the development of GR-management, taking into account the expansion of digitalization processes. The importance of GR-technologies is determined by the need to disclose potential business opportunities that are important for the development of territories in the conditions of digitalization. Their transformation is today closely interconnected with the introduction of new electronic-digital equipment and technologies into all spheres of life. The article presents the classification signs of the directions of development of GR-technologies in spatial digitalization. A special place in the GR-technologies is occupied by the issues of business support in terms of the application of the latest digital technologies, therefore the authors determined the structure of the GR-management for the development of markets and branches of the territorial and national economy.

The article considers the specifics of the influence of business entities on the adoption by public authorities of management decisions, determined the basic conditions and principles of their interaction. The essence of the regulatory impact assessment procedure is disclosed to identify in the draft legal acts conditions that establish excessive duties, prohibitions and restrictions for business entities, as well as conditions that lead to unreasonable expenses of entrepreneurs and the budget. The main priorities for the development of business influence on the process of management decisions made by public authorities are formulated: approval of measures blocking the use of the monopolistic advantages of specific organizations by influencing the development and adoption of state (municipal) management decisions; improving the interaction of business and government in the modern economy in the framework of state support for business; development of feedback mechanisms and public monitoring of state (municipal) management decisions in the field of business development.

The article deals with scientific approaches to determining the nature and nature of the relationship between regional potential and the digital economy. The specifics of the federal and regional legislation on the directions of strategic planning and development of regional socio-economic systems have been revealed in accordance with the goals and directions of building and developing the digital economy as one of the key components of the information society. Particular attention is paid to the peculiarities of regional potential and the opportunities for creating conditions for the development of elements of the digital economy in the Southern Federal District. The authors come to the conclusion that the regional potential is the basis of the resource base for the creation and use of elements of the digital economy in various spheres of social and economic development of the subjects of the Russian Federation.

The main purpose of the article is to describe the mechanisms of human resources management functioning in the public administration system at the level of the subject of the Russian Federation. Particular attention is focused on the management of human resources as the main content of the state personnel policy. The authors come to the conclusion that the main task for the Russian public administration system is to create conditions for the effective use of all available resources, primarily human resources, and therefore a list of recommendations aimed at developing the country's human potential is proposed.

The article defines the main areas of activity of the administration of the municipal formation, related to the improvement of the quality of life of the population. Providing comfortable living conditions is based on the provision of municipal services in the most important spheres of life of the population. The process of providing these services is determined by the specifics of the economic system of the various municipalities. The authors conclude that improving the quality of life of the population is provided on the basis of integrated regulation of socio-economic relations by local authorities, taking into account the available resources to meet the needs of the local population.

The main purpose of the article is to review the content of GR-management as a combination of means and forms of a constructive dialogue of business structures with public authorities and identify problems that impede its development in modern Russian conditions. Particular attention is drawn to the different nature of the interaction of representatives of private entrepreneurship with the local administration of the urban districts of the Volgograd region. The authors come to the conclusion that GR-management is one of the effective options for establishing and developing interaction between business structures and public authorities with the aim of expressing the economic interests of business structures in the system of state and municipal regulation of economic relations.

In the article the status, problems and specific regional human resources policy at the level of subjects of the Russian Federation are described. Comparative analysis of socio-economic indicators by federal districts of the Russian Federation is presented. Changes in the level of unemployment at the level of macro-regions of the Russian Federation are shown. Concrete measures to eliminate the negative effects arising from the implementation of the regional personnel policy in the crisis and the formation of an effective human resources activities are proposed.

In the article the questions of organization of municipal administration are described. Problems, which challenge to effectively address the issues of local government, are highlighted. Concrete measures to eliminate of these problems are proposed.

The article identifies reduce the existing differences in the level of socio-economic development of the Russian Federation as the key priority of regional policy. The characteristics of the existing state of the state regulation of social and economic development of the Russian Federation, the problems identified and the main directions of their decision are justified.

The main objectives of development and implementation of regional programs for socio-economic development are marked and reasoned. Problems, which reduce the effectiveness of the implementation of socio-economic development at the regional level, are identified and activities to address them are proposed.

The article identifies the key areas for the central problems of the public administration system of the Russian Federation. Feasibility of increasing of information transparency, participative orientation and effectiveness of the enforcement authorities is justified.

The article grounds the efficiency and effectiveness of public management, which is attained through the development of participation mechanism which supposes the active involvement of population and business structures in the process of national and public problems solving.
