Abstract
The article discusses the potential of some tools procurement policy in Russia to create favorable conditions for the development of the business environment in the conditions of modern global economic policy. Reasonably identified significant potential contract system as a regulated market for the implementation of the policy of import substitution and increase the competitiveness of domestic producers in the conditions of international sanctions and domestic institutional transformation in modern Russia.
