Introduction. Existing ideas about sustainable development of regions within the framework of the need to achieve economic, social and environmental goals do not solve the main problem of preserving the assimilation potential of territories (a). Its value lies in the range from zero to 1.0. The higher the value (a), the less payments will be required for the reproduction of natural resources and environmental quality. Purpose. To find criteria for assessing the state of sustainable development of a region within the framework of a new strategy for balanced use of natural resources that would not contradict the principle of completeness of ecological unity between the state of use and reproduction of natural resources and the quality of the environment. Methods. The goal is achieved based on the method of comparative assessment of the balance between the rates of economic growth, the rates of reproduction of natural resources and the quality of the environment within the framework of the assimilation potential of the region's territory. On this basis, the share of costs (payments) for the reproduction of natural resources and environmental quality is calculated within the framework of the criterion of completeness of ecological unity between the state of natural resources and environmental quality. Results. In order to transition to a new strategy of environmental and natural resource regulation within the framework of achieving the goals of sustainable development, deductions for the reproduction of natural resources and environmental quality (payments) should be determined by the total cost of a multiple of 1.618 of the share of the increase in the gross regional product. If this condition is met, then at any rate of economic growth the assimilation potential (a) cannot be less than 0.618. Conclusions. Under the conditions of the experimental calculation of the value (a) and its increase by a value greater than 0.618, the share of payments for the reproduction of natural resources and the quality of the environment decreases proportionally. Only in this case is it possible to make a consistent assessment of the state of sustainability of the region’s development by the users of natural resources themselves and the environmental control bodies at different levels of management based on the achieved level of gross regional product.

In connection with the upcoming review of the Strategy for Environmental Safety until 2025, it is foreseen that changes and additions to it will be necessary in new socio-economic and political conditions. At the global level: due to the unidentified causes (natural or anthropogenic) affecting global climate change, the RF should withdraw from the Paris Agreement on Climate due to fundamentally incorrect estimates of contribution of countriesCO₂ issuers in relation to the area of their territories. Because the share of CO₂ emissions per unit area in the Russian Federation is much lower than in other countries, with very low population density and dispersion over production and infrastructure. In the exchange processes on the territory of the Russian Federation, up to 46,5% covered by forests, vegetation is able not only to bind anthropogenic CO₂, but also to produce significant amounts of oxygen in the Earth’s atmosphere compared to other countries. Therefore, when investing capital in the Russian economy, countries with a large contribution of anthropogenic CO₂ per unit of area must pay an environmental rent. At the regional level, the new direction of the Strategy for ensuring environmental safety of regions should be gradually moved to the assessment of territories not by the level of anthropogenic loads on the environment, but by the amount of their assimilation potential, as an indicator of the ability of nature itself to restore the quality of the environment in natural and economic complexes; to an adaptive system of natural resources management, according to the need not to fight against emergencies, related to climate change (landscape fires, mudslides, floods and so on), and adapt to environmental changes through the systematic relocation of infrastructure and production to less affected areas.

Adifferent correlation has been established for different regions of the South of the Russian Federation of the following demographic factors: life expectancy, the ratio of births to deaths, the average life expectancy of men and women, their difference in age, as well as per capita gross regional product. For a world population of about 5 billion people and 51 states of the world, a single natural relationship has been established between an increase in average life expectancy and a decrease in the ratio of the number of births and deaths, regardless of the level of socio-economic development of the regions. The problem of population management in regions and states of different socio-economic levels is associated with the need to solve exclusively socio-economic problems, including in the direction of reducing the difference in the average life expectancy of men and women. Harmonization of the steady state of demographic dynamics is established at the points of the ratio of births and deaths near the golden numbers: 0.618, 1.618, 2.618.

The limited possibilities of using convergent nature-like technologies in solving the problems of sustainable development are considered due to the fact that natural metabolic processes in the biosphere proceed more slowly than is necessary for a person to satisfy his needs within the framework of reproduction of natural resources and environmental quality. Instead of the convergence of nature similarity, it is proposed to use the principle (law) of balanced nature management, which provides the opportunity to connect the economic growth rate with the reproduction rate of natural resources (or replace continuously consumed resources with new ones with better technological properties) and environmental quality in the framework of reproducing the assimilation function of nature.

It is postulated that in developing (evolution) of socio-economic and natural self-organizing systems, a natural mechanism for assessing the states of increasing their entropy and complexity is applicable. In the conditions of an exit from crisis social and economic situations, the curves of entropy change and the complexity of socio-economic systems are similar to changes in a substance during its transition to different states. The concept of the unity of the World confirms the conclusion that the social (social) laws follow from the natural conservation laws and cannot appear to be special as part of the deployment of the complexity of Nature itself, which translates its self-organization into any systems arising during the evolution of the material world.

The analysis of global ecological problems, contradiction of their nature and influence on the state of quality of environment of regions of South of Russian Federation, is given. The state, mechanisms and facilities of management of nature protection activity is examined at the level of regions and municipal educations within the framework of law of balanced natural resources and maintenance of assimilatory potential of national economy complexes.

The possibilities of recovery from the economic crisis of the Russian Federation through the reduction of social inequality, the redistribution of natural resource rents in the new natural resource and no preferentsial policy formation Address funded pension system.

Unlike existing models, and environmental management systems of corporations, large industrial and agricultural enterprises consider the possibility of establishing a system of sustainable management structures and within the territory of the municipal district, covering various areas of economic and socio-cultural activities.

The article discusses the possibility of implementing the greening strategy for the economy of Russian Federation on the basis of the introducing of a self-organizing system of environmental management within the framework of the law of dynamic equilibrium. The role of government policy in nature protection and business as participants in a strategy aimed at addressing the problem of non-contradictory purposes of the nature conservation objectives of the economy is defined.

The article addresses the issues of innovations in the area of management and integrated development of energy resources in the Russian Federation. These issues are considered in terms of the possibility of using the alternative energy potential by the regional and municipal entities of the Russian Federation as well as generating small power capacities into a local distributive power grid.

The contribution of V.I. Vernadsky and other thinkers into the sphere of natural historical transferring of biosphere to the state of noosphere is dealt with. The economic activities of a person is understood as a natural process of transformation of biosphere under the influence of reason, capable to prevent elimination of life and the end of human history.

One of the corruption components of the state is non-target using and direct stealing of budget means on different levels of its formation. In the Russian Federation a significant share of the budget is made at the expense of the natural rent, which according to the Constitution must belong to the people. On condition of political will of power elite this share of budget must be taken out and given to the citizens of the RF and on the development of mineral-raw basis. This will allow to reduce a corruption component of the process in a complex procedure of redistribution of the budgets of all levels and will help the improvement of the population social security.

The category of complexity in the process of evolution system and its empirical meaning to the objects and systems of administration is considered. It is attempted to argue that with development of complexity of social systems and administration objects they transform into the less ordinate ones, it means their entropy is increased. The possibilities of avoiding of unmanaged situations in social systems in the base of ensemble and cluster theory of self organized systems are shown.
