Abstract

One of the corruption components of the state is non-target using and direct stealing of budget means on different levels of its formation. In the Russian Federation a significant share of the budget is made at the expense of the natural rent, which according to the Constitution must belong to the people. On condition of political will of power elite this share of budget must be taken out and given to the citizens of the RF and on the development of mineral-raw basis. This will allow to reduce a corruption component of the process in a complex procedure of redistribution of the budgets of all levels and will help the improvement of the population social security.
