Abstract
In article features of the offered conceptual model of public management and comparison of approaches to an assessment of a role of the population in the operating system on the example of the public and municipal administration are considered. The features forming conceptual model of system of public management proceeding from the principles of social responsibility, transparency, justice are investigated.
