The article actualizes the need to consider the impact of fragmentation processes observed in the global economy on the formation of the economy in the Russian Federation. The purpose of this study is to illustrate the economic-theoretical content of the processes of the considered transformation from the standpoint of defining the categorical essence of fragmentation and deglobalization, identifying their evolutionary stages, as well as analyzing the essence of economic fragmentation. Methodologically, the analysis is based on the use of tools of comparative dynamics of macro-zone functioning in the Russian Federation, which allows us to identify the dependence on fragmentation processes at the regional level and to shape the direction of economic policy. The main emphasis is placed on the need to take into account the systemic consequences accompanying the transformation of business processes and public institutions, which synergistically determines the focus on leveling the negative conditions of global changes. The authors also present an evolutionary-theoretical characterization of fragmentation processes, which allowed to illustrate the presence of both positive and negative trends that contribute to the orientation of state economic policy towards the use of the model of “institutional design”. The study points out the cyclicality and causality of integration processes, which demonstrate trends towards the need for autonomization of national economies, which contributes to their progressive development. Thus, the study is of general theoretical nature and is aimed at actualizing the causal components of the formation of the national economic system in new economic conditions, subject to the influence of the geopolitical factor, which allows us to propose recommendations regarding the substantive reform of state economic policy instruments and identify the basic principles that minimize the impact of fragmentation on macro-processes: the use of expert opinions, the development of a multisystem of control.

The article actualizes the need to consider the influence of institutional factors on the formation of the digital economy in the Russian Federation. The main emphasis is placed on the relationship of the changes that accompany the transformation of business processes and the role of the state, which makes it possible to level the negative conditions of global changes. The example of electronic banking illustrates the presence of positive and negative trends that contribute to the focus of state economic policy on the use of the model of "institutional design".

In the article the author analyzes the process of neo-industrialization that takes place in the Russian economy from the standpoint of context analysis. In addition to the existing research on the implementation of the modernization of modern economic mechanisms in a digital economy, the emphasis is placed on the need to identify the substantive aspect of the used economic category "neoindustrialization" not only from the standpoint of analyzing ongoing technological innovations, but also from the point of view of its comprehensive analysis, which implies the change of economic thinking paradigms and the change of the functional role of a person in this system. The author proceeds from the hypothesis that implies the formation of the goal-setting of economic policy by means of institutional design, based on the context modelling of the system of institutions that implement economic, including industrial policy.

In this article the authors focuses on the design directions Russian industrial policy in entering the trajectory of economic growth. The study reveals the purpose of industrial policy, crafted need to develop conceptual approaches in the study of the structural elements of new industrial policy.

In the real article an author is ground the use of the institutional planning as it applies to forming of vector of public economic policy of modern Russia. An author accents attention on actuality of the examined methodology in the context of making of priority clusters of industrial politics. The necessity of development of conceptual approaches is marked at the study of structural elements of new industrial politics.
