Abstract
In the real article an author is ground the use of the institutional planning as it applies to forming of vector of public economic policy of modern Russia. An author accents attention on actuality of the examined methodology in the context of making of priority clusters of industrial politics. The necessity of development of conceptual approaches is marked at the study of structural elements of new industrial politics. Work is executed within the framework of project RHSF №16-02-00469 «Institutions of realization new industrial policy».
