Abstract
Effectively organized system of the higher education provides an opportunity to create the high level of the nation human capital. The human capital formation is ensured by the quality processes of organizing and managing the educational and research activities of all subjects of the education system. The article considers the main tendencies and problems of the higher education system, as well as her role in formation of the students human capital.
