Abstract
In article bases of formation of personnel potential of system of public administration in the Russian Federation are being revealed. The main directions of formation of personnel potential of public service are considered. The normative legal acts regulating an order of passing of the public civil service and also feature of regulation of development of personnel potential of the public civil servants are submitted. The attention to political aspects of system of professional development of public servants and the priority directions of additional professional education is focused. The increasing value of influence of quality of functioning of administrative elite on development of society and state is proved in modern information society.
