Abstract

The article analyzes the actual directions of the state policy in the eld of procurement in terms of improving tools to increase the customer professionalism level. The authors studied legal framework for the development of qualitative characteristics of labor resources, and gave the structural analysis of the internal content of professional standards and requirements for qualication levels for procurement ofcers. The peculiarities of implementation of requirements of professional standards in procurement by employer are treated and levels of qualication of specialists of this sphere are decomposed some of the consequences of the implementation of the measures of stafng contract system to the labour market and the education sector as a whole
