EDUCATIONAL VOCATIONAL TRAINING OF SPECIALISTS IN FORMATION OF ADMINISTRATIVE PERSONNEL RESERVE: REGIONAL EXPERIMENT

Abstract

In article the author reveals the role of candidates for a personnel reserve selection and personnel training in a system of the management of the public and municipal administration sphere personnel potential; analyzes approaches to definition of the contents and procedure of public and municipal service's personnel reserve formation. She proves need of professionalizing of administrative personnel training by the organization of educational programs of additional professional education for candidates for inclusion in a personnel reserve and the candidacies selected in a reserve on the basis of higher school. Kursk region's executive power experiment of development and realization of the personnel reserve school project is considered.
