Abstract

The conflict in the Russian-Ukrainian frontier has become a major world event of the political season of 2014 2015 years. The events around Novorossia highlighted Russia's entire system of national security issues from the introduction of Western economic sanctions, to the information and ideological war. This required from new political elites the development of the foreign policy strategic decisions, the formation of an adequate response to the challenge of his time and lurking in this challenge of geopolitical threats. The adequateness of these responses is directly dependent on the quality of the professional level of the ruling political elite. However, the analysis of the current world processes indicates that many countries have significant problems with the quality. The deficit in the eliteness in the elites causes significant harm to the national security of the states whose governments are not promptly attend to solve the problem of improving the professional quality of the ruling class.
