Abstract

In the article the analysis implemented in the civil service HR policy and formation of image of civil servants. Conducted assessment of current personnel of the state civil service, revealed disfunctionally factors personnel work, and the reasons influencing the decline of the image of the state civil service in Russian Federation. It was noted that an effective state personnel policy is an essential resource of the state and social management, to sustainable development and a reliable system of national security.
