Abstract

In Russia for the second decade of XXI century, in General, built the legal field of security. But this applies more affiliate interstate and Federal levels. The managerial level is not differentiated between Federal agencies (other than special services) and the regions and municipalities. With the strengthening of sanctions influence certainty in their actions increases. Dodging departmental officials from full performance of their functions (especially Finance), leads to tensions in relations with the regions and mostly depends on the security of the region. The problem of proper connection of political forces, including non-parliamentary parties to ensure regional security, the solution of applied problems and issues in the field.
