Abstract

Article is devoted to the role of social theory of local government in the municipal reform of new Russia, and covers the period from 1995 to 2002 year. It was during this period that derives the stipulation of basic provisions of the public administration theory in the Russian legislation, and political capacity of the local government reaches its maximum.
