Abstract

In the changing modern conditions there is a need for the development of a new economic paradigm of economic development as the basis of economic security, as the current liberal model of economic policy practically stalled. In order to prevent a fall in the country in the area of risk, requires a radical reorientation of development, identification and selection of the new subject of development, which should become private capital. The main attention reforms at this stage of the Russian should be focused on the microeconomic changes related with competitiveness, support business investment, innovation policy, personnel training and retraining.
