Regulation of illegal labour market as a socio-economic factor of Russia's economic security at the stage of post-crisis development requires qualitatively new approaches. The latter involves reform of the existing national models of economic development based on cheap labour force with an appropriate system of taxation.

In the face of the deteriorating geopolitical situation in the world and anti-Russian sanctions there is a need to develop a new economic paradigm of economic development. The current economic crisis require the implementation of appropriate measures that promote the economic security of the country. The article focuses on new aspects of labour market regulation, as a socio-economic factor of Russia's economic security, measures to reduce shadow employment, encourage investment, improve the regulatory role of the state.

In the changing modern conditions there is a need for the development of a new economic paradigm of economic development as the basis of economic security, as the current liberal model of economic policy practically stalled. In order to prevent a fall in the country in the area of risk, requires a radical reorientation of development, identification and selection of the new subject of development, which should become private capital. The main attention reforms at this stage of the Russian should be focused on the microeconomic changes related with competitiveness, support business investment, innovation policy, personnel training and retraining.

The article analyses the possibility of adapting settlement and cash operations to the changed financial market in Russia and contains recommendations aimed at developing effective tools for a banking sector.

This article analyzes one of the major mechanisms of the Russian crisis management of the banking sector developing the financial strategy of commercial banks in order to adapt to the changing conjuncture of the domestic financial market and economic modernization. On the example of the commercial banks of the North the direction of the Caucasus region are investigated strategies for improving their performance, reflecting the competitive position of banks in these markets. Recommendations on developing the most promising policy instruments more effective regional commercial bank, which should be a priority of bank management, which will significantly raise the level of the national banking sector as a whole.
