The article substantiates the role of digital transformation in changing the way a business operates and organizing production through the development of new digital technologies: the Internet of things, new generation wireless networks, cloud computing, big data, artificial intelligence, blockchain. Each of them becomes possible due to a sharp increase in computing power and a simultaneous decrease in their cost. The authors concluded that digital technology is radically changing the way research and innovation is conducted, which creates more opportunities for the growth and scaling of startups. For the Russian economy, high-tech business is a key source of economic growth and a driver of digital transformation.

The article identifies prospects for the development of digital technologies as one of the key factors for increasing the level of efficiency of information channels of business entities with public authorities. The authors identify the main patterns of improving information communications in the framework of the GR-management on the provision of state support to business entities. According to the results of the study, it is concluded that the processes of modern expansion of the use of digital technologies in GR-management are an effective basis for strengthening the implementation of entrepreneurial initiatives in public authorities on regulating the functioning of business entities in the system of modern socio-economic processes.

The article considers the specifics of the influence of business entities on the adoption by public authorities of management decisions, determined the basic conditions and principles of their interaction. The essence of the regulatory impact assessment procedure is disclosed to identify in the draft legal acts conditions that establish excessive duties, prohibitions and restrictions for business entities, as well as conditions that lead to unreasonable expenses of entrepreneurs and the budget. The main priorities for the development of business influence on the process of management decisions made by public authorities are formulated: approval of measures blocking the use of the monopolistic advantages of specific organizations by influencing the development and adoption of state (municipal) management decisions; improving the interaction of business and government in the modern economy in the framework of state support for business; development of feedback mechanisms and public monitoring of state (municipal) management decisions in the field of business development.

The article deals with scientific approaches to determining the nature and nature of the relationship between regional potential and the digital economy. The specifics of the federal and regional legislation on the directions of strategic planning and development of regional socio-economic systems have been revealed in accordance with the goals and directions of building and developing the digital economy as one of the key components of the information society. Particular attention is paid to the peculiarities of regional potential and the opportunities for creating conditions for the development of elements of the digital economy in the Southern Federal District. The authors come to the conclusion that the regional potential is the basis of the resource base for the creation and use of elements of the digital economy in various spheres of social and economic development of the subjects of the Russian Federation.

The article defines the main areas of activity of the administration of the municipal formation, related to the improvement of the quality of life of the population. Providing comfortable living conditions is based on the provision of municipal services in the most important spheres of life of the population. The process of providing these services is determined by the specifics of the economic system of the various municipalities. The authors conclude that improving the quality of life of the population is provided on the basis of integrated regulation of socio-economic relations by local authorities, taking into account the available resources to meet the needs of the local population.

The main purpose of the article is to review the content of GR-management as a combination of means and forms of a constructive dialogue of business structures with public authorities and identify problems that impede its development in modern Russian conditions. Particular attention is drawn to the different nature of the interaction of representatives of private entrepreneurship with the local administration of the urban districts of the Volgograd region. The authors come to the conclusion that GR-management is one of the effective options for establishing and developing interaction between business structures and public authorities with the aim of expressing the economic interests of business structures in the system of state and municipal regulation of economic relations.

The main purpose of writing this article the authors, is to determine the specific features and models about the functioning of state and municipal management as a system of public regulation of social and economic relations in Russia at the present stage of development of information technologies and the information society. The result of research is the fact that the development and introduction of modern information and communication technologies on the basis of domestic and foreign experience in the public administration system. This approach in Russia is the need to increase the level of information activity of state and municipal employees and citizens of the Russian Federation on the use of different information content to address socio-economic problems. The conclusion from this study is that in the work of state and municipal governing bodies demand to ensure consistency in the use of information data in the development and implementation of management decisions.

The article examines the main scientic theories on the functioning of public administration structures, which is manifested at the state and municipal levels of regulation of social and economic processes in the society. It emphasizes the need to maintain the diversity of structural forms of cooperation in the framework of control between the representatives of the ofcial authorities, private business entities and civil associations. The authors conclude that the effective solution of social problems is possible in terms of maintaining a stable interaction between public administration entities on the basis of effective communication of information in terms of public recognition and maintenance of functioning of governing bodies.

This article describes a technique of planning of public administration systems of socio-economic processes in the city on the basis of volume of deterministic models. It is essential that the models used to solve problems of this level should take into account the features of the internal and external environment of these socio-economic processes with the analysis of the city economic system. The authors conclude that the mathematical models were one of the most effective options for quantitative methods for assessing the socio-economic processes in the city.

The article describes the interaction of public authorities, business representatives and civil society, based on the use of information technology. The authors prove the efficiency and effectiveness of public administration, formed on the basis of cooperation and professionalism of the individual user demand information in socio-economic processes.
