The problem of social engineering 2.0 is posed. The significance of evaluations of social and engineering competencies, tied to the main stages of the management cycle, is substantiated. The strengths and weaknesses of these competencies are considered. Based on the analysis of the needs of civil servants in the formation of such competencies, a pilot course "Administrative Engineering" is offered.

The article analyzes the situation neoinstitutional theory, in particular known monograph "Violence and social orders," co-written by three well-known Western economists Douglass North, John Wallis and Barry Weingast. The authors of this article the reader to critically analyze the principles and guidelines neoinstitutional theory in the context of scientific and theoretical schemes, and in comparison to the objective world trends. The conclusion arrived at by the authors, is disappointing: neo-institutional theory, so popular in some academic circles, hopelessly outdated, do not reflect today's realities, and its only value serve as a scientific legitimization of the ruling elites in the West.
