Abstract

Given a representation of the model of social change that should occur as a result of the initiative (patricipating) budgeting according to the authors the Ministry of Finance and the world Bank; describe the research program of the world Bank; sets out the first results, which give an idea about the mechanisms of effects and their relationship to design practice proactive budgeting.
