Abstract

In article the role of personnel potential as basic element of effective use of human resources of the enterprises in any field of activity is defined. On the basis of the carried-out analysis of effectiveness of implementation of the strategy of development for personnel capacity of the state vertically integrated company JSC Russian Railways has developed offers on optimization of management of holding by means of the implemented systems management talents.
