The activity of the network of federal universities in the context of interaction within the framework of the projects of the network educational programs of the bachelor and master's degrees analyzed in the article. The levels and models of network interaction are singled out in the development and implementation of networked educational programs, and attention is focused on the identified problems of network interaction. The experience of networking in the implementation of educational programs by federal universities in the period 2014-2016 is also considered through the prism of compliance with international practice, and consisted in finding a solution to methodological, organizational and financial-economic tasks.

The article discusses tools to improve the efficiency and effectiveness of the teaching staff of universities as the main resource, ensuring the ability of the educational organization of higher education to qualitative changes. It is shown that the exacerbated contradictions between the economic conditions in which they must carry out their activities the universities and focus on improving the quality of graduate training require new approaches to evaluating the effectiveness and efficiency of work of the specified category of higher school professional community to improve the quality of life and social status of the most skilled part.

The article presents the basic components of industrial relations system and analyses the major indicators of regulating industrial relations, in particular, the ratio of the average monthly nominal added salary of employees in organizations to the median salary level in different business areas across Russia.
