The article deals with the institutions targeted learning and Stajerska as effective methods of formation of personnel structure of the state civil and municipal service through recruitment of the most promising and talented young people students and graduates of higher and secondary educational institutions, analyzes the challenges to fully exploit the potential of the Institute of targeted training and suggests possible ways of overcoming them.

In article is an attempt to prove that the state refuses to part of its functions, transferring some tasks to the private sector, at the same time "borrowing" it has certain rules of operation. There is an objective need for a scientifically substantiated concept of public-private partnerships as a system of relations between government and business.

The article is devoted to the improvement of personnel of public service by enabling effective human resources technology in si system of civil service in the framework of the Plan of measures for implementation of the 2012 2016 new principles of personnel policy in the public service system as a way to attract, nurture and retain highly qualified personnel. From staffing, professionalism and competence of personnel depends on the quality assurance of national security in all directions.

Article is devoted to one of institutes of civil society to public councils at public authorities. In article the principles and legal bases of the organization and the functioning of public councils existing at the present stage of a problem, interfering volume that councils became the effective instrument of influence of civil society on bodies of authority and management are considered, and possible solutions of the last are formulated.
