Under the influence of globalization and scientific and technological development, a world market for highly qualified labor is being formed, in which Russia fully became a participant in only in the early 90s of the last century. The dynamics of the Russian segment of the world market of highly qualified specialists does not fulfill the needs of the economy in innovative development. Based on the analysis of the professional and qualification structure of labor migration, comparing the data of domestic and foreign statistics, the position of the Russian Federation, as a recipient and a donor country, in the world market of highly qualified specialists is determined, the features of the emigration and immigration flow are identified, key problems are defined, solutions are proposed.

The innovative, technological and economic development of countries is inextricably linked with the growing need for highly qualified specialists and, as a result, the intensification of competition for human capital. Based on statistical and factual materials, the article identifies factors affecting the migration attractiveness of countries, analyzes the migration practices of attracting / returning highly qualified specialists, and studies the transformation of approaches and mechanisms of migration policy towards flexibility, transparency and selective focus.

The article examines patterns of illegal (undocumented) immigration in the context of globalization of the world economy and the need of transition to a new paradigm: from the fight to counteraction using a variety of measures based on international cooperation of the recipient countries and donor countries of illegal migrants. The emphasis is on economic measures that resolve the contradictions between recipient countries and donor countries, between the government and business, taking into account the interests of all participants of the migration relationship.

The article describes a multi-level approach to the regulation of international labor migration in terms of social orientation strengthening dictated by international organizations. Particular emphasis made on the contradiction between the sovereign interests of individual states and the need to implement the norms and principles of international organizations and ways to resolve them.

The article is devoted to influence of trends in the global economy and the system of international economic relations in the international labor movement and changing approaches to its analysis in the historical development of society by the example of contemporary concepts of international labor migration.

This article analyzes the problems in the management of migration to the most relevant to today's Russia categories of migrants labor immigration, the lawful by the example of the Rostov region. The paper attempts to estimate migration flows according to the professional qualifications of migrants from some countries, working at the enterprises of Rostov region, based on a differentiated approach to the sample survey.
