Introduction. The deepening and increasing complexity of transitional processes caused by a strategic rejection of the model of pro-Western socio-political convergence and a shift toward a course of comprehensive civilizational sovereignization characterize the current stage of development of Russian society and the state. The intensification of geopolitical confrontation, military-political risks, sanctions pressure, and internal structural imbalances has exacerbated the problem of the effectiveness of public administration and the quality of ruling elites. Under these circumstances, the substantive and value-oriented aspects of political and managerial agency become especially important, thereby enhancing the relevance of elitological concepts as essential instruments for analyzing and predicting political evolution. Of special scientific and practical relevance is the study of the civilizational conditionality of the elite-formation process and the possibilities of its transformation within the emerging model of the «state-civilization,» aimed at mobilizing the internal potential of Russian society and ensuring the long-term sustainability of national development. The purpose of the study is to conceptualize the civilizational conditionality of the elite-formation process in contemporary Russia, as well as to identify the conditions for enhancing the effectiveness of political and managerial agency in the context of the strategy of state-civilizational sovereignization. The methodological framework of the study is based on the political-elitological paradigm and the civilizational approach. The research employs methods of doctrinal analysis, comparative-historical and systems approaches, and the results of an interregional expert survey conducted in 2024, aimed at assessing the state and value orientations of contemporary Russian political elites.Results. The study demonstrates that the previously dominant universalist elitological mainstream is losing its relevance under conditions of a shift in Russia’s political course. The authors present a critical assessment of the limitations of administrative-bureaucratic governance mechanisms and elites oriented toward private and situational interests. The necessity of a civilizational re-norming of the elite-formation process is substantiated, including the principles of public service, responsibility, professionalism, patriotism, and acmeological selection. The authors’ vision of civilizational elite specificity is presented as a key factor in unlocking the mobilization potential of Russian society.Conclusions. The article argues that the successful implementation of the «state-civilization» model is impossible without the formation of civilizationally oriented political elites. The activation of the mobilization capabilities of Russian society based on civilizational identity and sovereignty is regarded as a necessary condition for overcoming contemporary and potentially emerging risks and threats.

Introduction. In the 21st century, transformational processes are taking place within the structure of social life: the development of innovative digital technologies, artificial intelligence, and global networks is radically reshaping forms of communication and social interaction. At the same time, crisis tendencies are intensifying at both global and local levels - political polarization, hybrid conflicts (wars), and the erosion of trust in institutions threaten traditional mechanisms of social consolidation. Under these conditions, the study of the nature and forms of social consolidation, as well as the analysis of their transformation in response to global and national instability, becomes particularly relevant. Purpose. To analyze contemporary forms of social consolidation and to determine the vectors of their evolution within the context of civilizational and socio-political changes of the 21st century. Methods. The research employs interdisciplinary and comparative-analytical methods, which make it possible to examine the phenomenon of social consolidation at the intersection of sociological, political, and cultural approaches. The analysis is based on a structural-functional approach, which enables the identification of mechanisms and patterns in the transformation of forms of social consolidation depending on the existing socio-political global and glocal context. Results. The conducted research clearly demonstrates that traditional institutional and value-normative forms of social consolidation show a declining integrative potential under the conditions of international relations crises, increasing digitalization, political fragmentation, and growing social entropy. It has been established that modern society is characterized by a transition from vertically institutional mechanisms of unity to hybrid network formats of interaction, based on horizontal connections and communicative integration. The effectiveness of consolidation processes directly correlates with the level of trust, inclusivity, and adaptability (flexibility) of social institutions. Conclusions. In the 21st century, social consolidation acquires the character of a complex, dynamic, and multi-level system that ensures the coordination of interests and the reproduction of social order in conditions of global turbulence. The evolution of its forms requires a rethinking of theoretical and methodological foundations and the development of mechanisms for synthesizing institutional, network, and cultural-civilizational resources, as well as for finding an optimal balance between traditional and innovative forms of social consolidation. The absence of adaptive transformation leads to degradation, reduced public trust, and the loss of collective action capacity, thereby threatening the stability of society as a system. Thus, the renewal of forms of social consolidation represents a strategic condition for maintaining the integrity and development of the modern state.

Introduction. In the context of the transition from the institutional to the platform logic of political interaction (digital platforms, digital networks), electoral behavior becomes fragmented, situational and algorithmically deterministic. These changes reflect not just technological modernization, but a profound shift in the structure of political subjectivity, in which the digital environment becomes the main space for the formation and expression of civil will. The present study is aimed at a theoretical and analytical understanding of the mechanisms of digital socialization and their impact on the transformation of electoral dynamics. Purpose. To identify the transformational processes of political socialization and their impact on the structure and dynamics of electoral behavior amid the sociotechnological restructuring of the public sphere. Methods. This study employs methods of sociopolitical analysis, including a structural-functional approach to examining the mechanisms of political socialization, as well as elements of discursive and institutional analytics. The empirical basis was formed through interdisciplinary synthesis of data from contemporary studies in digital political communication, electoral sociology, and network theory. Results. The analysis conducted within this study demonstrates that the digital environment significantly influences the form of political socialization, transforming electoral behavior from a stable institutional practice into fragmented and situational activity driven by algorithmically managed flows of informational resources (i.e., manipulation of public consciousness through the digital environment). New types of political subjectivity are emerging, dominated by behavioral personalization (individual subjectivity), media platformization, and digital mobilization (collective subjectivity). It was also established that traditional institutions involved in electoral participation are losing their monopoly on the political socialization of citizens, ceding this role to digital media environments and informal network communities. As a result of these processes, channels of political communication are being transformed, stable political identities are eroding, and electoral stratification is intensifying. Conclusions. Digitalization is shaping a qualitatively new structure of political socialization, within which electoral behavior reflects deep changes in social structure, communication practices, and mechanisms of political participation. In the new political realities, the effectiveness of the electoral process depends not so much on technological progress, but on the ability of political systems to adapt to the new logic of socialization and representation. The success of such a transition requires institutional flexibility and a rethinking of normative models of citizen interaction with public authority.
