TECHNOLOGIES FOR HARMONIZATION OF STRATEGIC TARGETING AND DESIGN IN REGIONAL DEVELOPMENT MANAGEMENT

Abstract

Strategic goal-setting is becoming increasingly important and relevant in the context of the implementation of national programs designed to ensure high rates of economic development in the regions. However, the practice of strategizing the socio-economic development of the regions indicates the presence of such a serious problem as the inability of government to successfully develop and implement various programs. As you know, despite the achieved planned financial indicators, the main strategic goal improving the level and quality of life of the population of the Russian Federation has not been resolved. We believe that this is mainly due to the multidirectional goals in the system of managing the region, their inconsistency and disorder. To improve the processes of strategic goal-setting, a transition to new technologies of strategic goal-setting is necessary. The article describes the goal-setting methodology in the development and updating of strategies and programs for socio-economic development in the bodies of state and municipal government of the Komi Republic, developed on the basis of generalization and integration of modern scientific, methodological and organizational-methodological developments in the field of strategic management of socio-economic systems of regional and municipal scale.
