DEFINITIONAL CHARACTERISTICS AND CLASSIFICATION OF FACTORS OF ENTREPRENEURIAL CLIMATE OF THE REGION

Abstract

The article considers theoretical aspects of the entrepreneurial climate formation and the factors that determine it. Based on key characteristics of entrepreneurial activity, the definition of the term "entrepreneurial climate" is proposed, and classification of the entrepreneurial climate factors depending on its content elements and the possibility of influence on them by the regional authorities is developed. The proposed classification can form the basis for the development of an integrated and comparable methodology for assessing the entrepreneurial climate in the regions of Russia to determine the effectiveness of regional executive authorities in creating favorable conditions for doing business.
