Abstract
It is discussed the application of information technologies in state and municipal management. The development of the technological base of digital government in Russia is examined. Examples of the use of cloud technology, social networking, Internet of things, big data and analytics in public administration are given and the problems associated with the use of these technologies are determined. The implementation of digital sovereignty in Russia is discussed. Analyzes The unified register of Russian programs for electronic computers and databases from the point of view of founding information and communication infrastructure subject to the import substitution is analyzed.
