Abstract
The article presents an analysis of local government as autopoietical system with a dual socio-historical nature of political and social relations (state and civil society), the specificity of which is revealed through the historical state of the system, from which it must proceed in its operations, the degree of self-organization, the specifics of the social functions, the nature of social interaction and the ability to self-development.
