Abstract
The paper examines the role of enhancing the effectiveness of management in labor potential in achieving the modernization of the Russian economy. The problems of formation of an innovative susceptibility of the labor potential as an important part of modern economic thinking. We investigate methodological issues of innovative development of Russian economy and government decisions aimed at implementing the policy of modernization.
