Abstract
The process of formation and development of regional finance is an integral part of the reform of the financial system in Russia, includes a number of phases, characterized by changes in the volume and structure of the budgetary authority of the Russian Federation, the Government of regional budgets, using instruments and institutional arrangements conducive to strengthen them. This article presents the main problems of regional finances and the priorities for their development.
