ОPEN INFORMATIONAL ENVIRONMENT OF SCIENTIFIC COMMUNICATION AS THE DRIVER OF KNOWLEDGE ECONOMY DEVELOPMENT IN RUSSIA

Abstract

One of the causes of systemic problems in process of forming of knowledge-based economy in Russia, is the low efficiency of communication through the economy subjects, specifically scientific communication. A fragmentation of scientific community and a high degree of autonomy of the work of the research groups doesn’t allow to obtain synergies of knowledge sharing during research activities. Author analyzed the structure of the communication problem in knowledge-based economy and formed the model of an informational environment for scientific communication based on open informational technologies allowing to create a unified scientific information space at the level of the University, the region and the country as a whole.
