PROVIDING THE EQUAL RIGHTS OF PARTICIPANTS OF THE MARKET OF SOCIAL SERVICES: PROBLEMS AND SOLUTIONS

Abstract

In article the measures undertaken by the government of the Russian Federation aimed at ensuring access of the non-state organizations to rendering social services to the population and entering of additional types of the state support to socially oriented non-profit organizations are considered. In a complex of these measures legislative initiatives on ensuring access of the non-profit organizations performing activities in the social sphere to the budgetary funds allocated for implementation of the state (municipal) order and also issue of the subsidized credits. Entering of new legal statuses of the non-profit organizations emphasizing their social orientation and implementation of purposeful measures of the state support increases competition level in the market of social services. However in this question it is impossible to allow a formalism and an excessive centralized regulation as it can lead to destruction of the potential which is saved up in this sphere and decline in quality of the provided services.
