Abstract
The problem of the formation of a balanced system of strategic planning at the municipal level documents and its correlation on goals, priorities and objectives with the strategic documents of the federal and regional levels, in accordance with the applicable legislation regulating the sphere of strategic planning of territorial socio-economic development. Proposed changes to the composition and structure of the document, which will more fully meet the challenges of the strategic planning of municipalities
