The article discusses issues relevant to multinational Russian society preserving ethnocultural diversity in the context of the implementation of state national policy. Based on the analysis of regulatory documents that determine the basic principles of national policy, the features of national-cultural components in the institutional and resource environment of Russian society are revealed, the conclusion is made about the existence of a complex of risks due to contradictions at the level of legislation, formal and informal practices of implementing national policy measures.

The article deals with the problem of the development of civilian capacity to regulate inter-ethnic relations in modern Russia. Programs, national policy documents and statements by state leaders declare the goal of increasing the participation of civil society institutions in the implementation of national policy objectives and activities. However, real social practices indicate a low level of subjectivity of civil institutions in the implementation of programs for the harmonization of inter-ethnic relations, the absence of an equal dialogue between government bodies and public associations. Overcoming such a problem is possible on the basis of measures proposed by the authors of the article and will allow neutralizing the current risks of the dynamics of intercultural communication in Russia and in the Rostov region.

The article deals with the processes of transformation of the model for the implementation of the state national and migration policy in Russia. These transformations are connected with the declaration at the level of official acts of the goal the expansion of the civil dialogue of power and institutions representing the interests of national and religious groups. Simultaneously, the possibilities and prospects for the implementation of the principle of subsidiarity in Russian national policy are considered. The authors suggest that the greatest efficiency in this area can be achieved with complete de-ethnicization of the state administration system, leveling the practices of ethnocracy and ethnocentric values.
