The article is devoted to the analysis of research practices, which address the issues of interreligious interactions in the multicultural society of the South of Russia. The authors note the interdisciplinary nature of studies of interreligious interactions in modern scientific discourse. The article reveals the specifics of interreligious interactions in regional communities in the South of Russia, which is due to both the peculiarities of the socio-cultural space of the region and the mental programs of religious actors.

The need to improve the effectiveness of national policies in Russia involves the search for new models of governance, including taking into account international experience of institutional practices in the sphere of interethnic relations. Reconstruction of the formal and informal institutional practices in developed countries with complex ethnic and cultural structure allows to identify opportunities for the implementation of the various models in the Russian society, taking into account its ethnic, cultural and political specificities. Such possibilities are disclosed in the transition to value policy as a management activity based on public values and dialogue between the public and municipal authorities, public and ethnic organizations in solving problems of inter-ethnic cooperation in local communities.

In article the conflictogenic potential of migration flows is considered. Authors describe extent of influence of the conflicts caused by migrations on a homeland security. In work a large number of theoretical approaches and researches of migrations and their influence on a homeland security is analyzed. Authors consider mechanisms of emergence of the conflicts between migrants and the accepting population and also phenomena of a migrant-phobia, xenophobia and ethnocentrism.

The article deals with the problem of forming a model of communicative control (value policy) in the sphere of regulation of interethnic relations in Russia. The authors show that the transition to such a model approved by the implementation mechanisms of national policies put forward the «Strategy of state national policy of Russian Federation up to 2025». However, systematization of the expert scholars of the South of Russia shows that in real communicative model policy approved by administrative methods. Overcoming this contradiction implies the state of building space of a real dialogue between the various actors in interethnic relations about public values, able to integrate Russian society, segmented ethnic and religious values.
