In this article, a public audit of knowledge management is considered as an effective tool for monitoring and evaluating the public authorities effectiveness, aimed at attracting public initiative in the process of development, adoption and implementation of administrative decisions. The mechanism’s features of interaction between actors in the public administration in view of the complexity and contradictory nature of the process are investigated. The scheme of creating an electronic portal of public knowledge management in the development, adoption and implementation of administrative decisions is offered.

This article presents the features of e-government as a tool for transparent measures, that determine the effectiveness of public administration. The mechanism’s features of interaction between representatives of public administration in terms of the informatization policy are investigated. The author offers a system of indicators to assess the effectiveness of public administration in terms of e-government.
