The article discusses the issues of improving the conditions for strengthening the cultural security of modern Russia; mechanisms of public diplomacy in the context of Russian “soft power” are being studied as one of the important areas of research. When studying productive forms of public diplomacy within the framework of the landscape of constructing an actual political discourse, the target guidelines and prerequisites for the effectiveness of project activities in the field of international humanitarian youth cultural enlightenment are described as a platform for broadcasting in international communication channels the semantic foundations and event context of the conceptual sphere that value matrix of the worldview of youth of the phenomena "historical politics", "historical memory", "politics of memory".

Discusses the dynamics of money incomes of population since the may 2012 year of the Decree of the President of the Russian Federation. It analyses the main elements of the cash income-wages, social benefits-pensions, benefits, scholarships, State social guarantees, their relationship to the cost of living.

The paper deals with the description of some components for cognitive-methodological construct considered in the context of state culture policy tools as factor of strengthening of cultural security in the system of national security of the modern Russia.The construct presents the possibilities to accumulate through state cultural policytools a powerful protecting potential of culture in Russia in social formation and strengthening of the state viability.

The paper confirms the reasonability of the use of the state cultural policy tools within the realization of the strategy of formation and development of the modern Russian political elite which is referred to as the subject and the object of the state cultural policy and the attribute of innovative development. Taking into account that the modern political practice pays considerable attention to the development of the content of political innovatics, this paper confirms that the state cultural policy as the cognitive construct can act as a productive link of political and politological innovatics of new generation on condition that it is focused on the formation of the value-motivational sphere of the political elite in the paradigm of the development of a culture-centered conceptual core of the activity of its actors.

The article shows the explanation of the author’s opinion about the relevant content of state cultural policy. The main idea is that the study of human potential development is considered to be a relevant content of state cultural policy in the national security system. According to the declared hypothesis the cultural policy within the frames of increasing human quality appears as the factor for social and political life harmonization, as the condition for social development and as the supposition for systematic country modernization.

The article deals with the system of actions, incorporated in the state cultural policy as an instrument of search of adequate answers to challenges and threats of contemporary life. The author proves the necessity of developing of the methodology of cultural policy research on the basis of conceptualization of mechanisms of preserving and development of cultural potential and legacy of the country.
