In the article the problem of the status of a government servant formation in a sociological discourse is being analyzed. The author observed the discourse as a method of research and scientific notion, reflecting social dynamic.

The category of complexity in the process of evolution system and its empirical meaning to the objects and systems of administration is considered. It is attempted to argue that with development of complexity of social systems and administration objects they transform into the less ordinate ones, it means their entropy is increased. The possibilities of avoiding of unmanaged situations in social systems in the base of ensemble and cluster theory of self organized systems are shown.

Under modern conditions it is quite evident that the achievments in the development of the global information and communication technologies brought to the formation of the new global mail (electronic) enviroment so called network economics that in its turn caused the new forms of functioning and development of the systems of enterprises management. In the article the impact analysis of a political-economical situation on development of trade relations and entrepreneurship in Russia is given. The way of development of trade relations from barter trade before formation of the uniform national market and country industrialization is shown. Preconditions of origin of entrepreneurship to Russia and, as consequence, necessity of acceptance of measures on its state support are considered.
