Modern methods for preparing forecasts and plans for the strategic development of regions are based on the use of foresight technologies. This technology allows not only to involve all stakeholders in the forecasting process, to ensure the quality of management decision-making, but also to consolidate the efforts of civil society participants. Testing technology foresight on the example of choosing a concept for a business forum for entrepreneurs of different scales of activity showed the possibility of choosing a priority solution taking into account the opinion of managers and specialists from organizations responsible for supporting small and medium-sized businesses and managers of business structures.

The article discusses the specification of corporate conflicts from the position of the classic line of the agent problem within the framework of the Principal-Agent model and the new line of the agent model "Principal-Principal" between majority investors and minority investors as owners of the company, including shareholders' interaction with external stakeholders in Within the framework of the "Principal-Shareholders" model and interaction of the Board of Directors with external stakeholders in the "Agent-Shareholders" line, as well as interaction between the company's management. Functional managers and employees within the framework of the "Agent-Agent" model, which makes it possible to classify various signs of corporate conflicts. The article specifies the content and functional specificity of corporate conflicts (gnosiological function, diagnostic, procedural, prophylactic, prognostic) that allows to systematize the essential characteristics of corporate conflicts and determine the adaptability of the application of various methods and methods of their management, taking into account the main stages of the life cycle of corporate conflicts, development and completion).

The article argues that to ensure the growth of small and medium-sized enterprises, import substitution programs and innovative vector of economic development of regional governance system transformation in the direction of extension of forms, methods and specific tools for enterprise development is required.
