The article is devoted to the socio-cultural analysis of the management of volunteer activities, taking into account the political and economic transformations in the Russian Federation. Amendments to the Constitution of Russia are presented and the authors provide the concept of analyzing the personality of a volunteer and his image with the positions of the review, this special status of the event «Volunteers of the Constitution». Also, the risks of volunteers of the event «Volunteers of the Constitution» were formed in detail and the corresponding situation was drawn up - possible situations and possible matrices of ways out of them were considered. The article analyzes significant political and economic aspects that are significant for volunteer activity and give it a special activity for the development of the country, region, and municipality.

The article is devoted to the study of proposals for the formation of regional labor potential, the understanding of this process as the continuous creation and implementation of it into the labor resources of the region is considered. The end result of labor potential is its adequate transformation into labor force with elements of quantitative and qualitative directions that ensure the development of the region’s system from the point of view of society and economy. Arguments are presented in favor of a direct connection between the interests and needs of participants in regional development, their implementation, the strategy of socio-economic development of the region and the territorial management system. A block diagram of the phased process of forming the regional labor potential of the tourism industry, as well as a table of interests and preferences of the participants in the process of forming the regional labor potential, have been compiled.
