This research paper examines the import substitution policy in Rostov region, analyzing the main directions and tools used in this process. The article discusses the support measures offered by regional authorities to stimulate domestic production and reduce dependence on imports. The authors consider the existing strategies and mechanisms of import substitution, which stimulate this policy in the Rostov region. The tools that promote this policy are analyzed. Changes in the geopolitical situation in recent years make this problem particularly relevant. On the one hand, sanctions stimulate the development of domestic industries and reduce dependence on imports. On the other hand, import substitution is associated with a number of problems, such as rising prices, lower product quality and technological lag. The purpose of the study is to identify the strengths and weaknesses in the field of import substitution, to find the most effective mechanisms that contribute to this process in the Rostov region, to identify priority areas. The research methodology is based on the Russian school of economic thought, proceeding from the understanding of the Russian civilization as independent, autonomous and distinctive. The instrumental and methodological apparatus of the study was determined by a set of methods of the theoretical level of scientific knowledge, among which logical and systemic approaches, observation, data groupings, methods of comparative analysis, analysis and synthesis should be distinguished. As a result of the study, the authors identified those areas in which the Rostov region achieved the greatest success: machine tool building, radio electronics, agricultural engineering and others. The main tools that contributed to the widespread use of import-substituting technologies were also investigated: the creation of a specialized body, leasing, soft loans and grants.

Recently, the issues of improving the management of Russian state property located abroad have become particularly relevant. This is evidenced by the recent decisions of the President of the Russian Federation, discussions in the expert community and in the scientific literature. The problems of protecting and preventing the loss of foreign Russian assets related to the sanctions imposed by foreign countries are acute. The regulatory framework governing the management of such property needs to be improved. A non-standard approach to the search and accounting of foreign property is required. New tools are needed to improve the management of foreign Russian assets.

In the context of the strategic priorities of the state program on the national spatial data system in the Russian Federation, the issue of comprehensive study of land resources from the point of view of improving their condition and correct management decision-making is being updated. The purpose of the work is to substantiate the study of theoretical and practical aspects of land relations, to identify problems arising in the process of assigning a category to lands, their cadastral valuation and cadastral works. The article uses general scientific methods; graphical interpretation of the data to ensure the reliability of the results of the study. Proposals are given on systematization, collection, processing and consolidation of data; provision of services in the field of state cadastral registration of immovable property and state registration of rights to it; improvement of the process of determining cadastral value in order to increase the efficiency of taxation and development of territories.

The administrative reform introduced market-based management methods that have proven effective in the private sector of the Russian Federation's Armed Forces. This innovative method of public administration was considered to be outsourcing, which was supposed to help save financial resources and free management structures from their uncharacteristic functions. An analysis of the practice of outsourcing in the Russian army showed that instead of saving money, there was a multiple increase in the cost of services received on the market, and its use in the Armed Forces increased threats to national security. There is an urgent need to find out the reasons for this problem and ways of its’ solution.

The article reveals the development trends of strategic enterprises in the Russian Federation and in the Rostov region. Considerable attention is paid to the peculiarities of the functioning of strategic enterprises, which often exist outside the market environment. The main directions of improving management and state support of strategic enterprises at the present stage are shown. The authors considered possible options for the further development of strategic enterprises.

The article argues that privatization in recent years puts on the agenda the question about the feasibility of developing multi-factor criteria that will allow more reasons to exclude the enterprises and organizations from the list of strategic objects and put them up for privatization. The article considers existing criteria for the classification of enterprises and organizations of strategic facilities in Russian Federation, and their classification according to various criteria. The author considers that it is necessary to take into account the consequences of privatization of these companies for the country and offers to complement the current criteria.

The article examines trends in the development of unitary enterprises in Russia. It is shown that the organizational and legal form of state enterprise has certain advantages over unitary enterprises on the right of business. The article shows the directions of the transformation of the unitary enterprises and the key problems in their functioning are identified. It reveals the mechanism of management of state-owned enterprises.

The article is devoted to the analysis of the Program of Administering Federal Property which was approved by the Government not long ago. The article outlines problems that can occur while implementing the program.
