In article the understanding noosociety innovative culture contributing to creation and the development of new knowledge reveals. Reconstruction of production science is proved in all branches of economy and also need of creation of domestic innovative technologies for innovative development of national economy. It is claimed that only the level of innovative education of personnel a vector of formation of new economy of Russia at innovative thinking of heads of all levels of management.

Results of a research of problems of reproduction of human potential and prospects in the conditions of innovative development are presented in article. The factors causing realization of target human development are systematized. The directions of improvement of reproduction of human potential are defined.

Results of the researches connected with questions of practical use of scientific knowledge and knowledge and experience of the personnel of the enterprise are presented. The campaign which application allows to define, sharing of the classical administrative concepts and modern concepts based on knowledge is offered in which way increases efficiency of the solution of tasks and adoption of management decisions.

In article features of the offered conceptual model of public management and comparison of approaches to an assessment of a role of the population in the operating system on the example of the public and municipal administration are considered. The features forming conceptual model of system of public management proceeding from the principles of social responsibility, transparency, justice are investigated.
