The article notes the insufficient methodological elaboration of the evaluation of the effectiveness and efficiency of programs, outlines the direction of solving this problem on the basis of the proposed categories of state (municipal) products and services, as well as the specific effect.

In article the main shortcomings of Keynesian, monetaristic models and Ya. Tingenbergen's model are generalized. The proposed definition of categories of "target" and "tool" of public administration. The proposed management model based on strategic functional linkages between targets and indicators tools.

The article discusses the requirements for the formation of indicators of state and municipal planning. There is a lack of consistency in their establishment. It is proposed to use a system of indicators of functional connections in the form of tree indices, where the index of the first level the level of welfare.
