The article is devoted to the synthesis of competition and cooperation as an actual reserve of long-term regional development, a mechanism for interregional cooperation. This kind of cooperation aims to strengthen the horizontal communication within countries and to overcome the disunity of regions, it is an alternative to the regional enlargement, which has considerable risks. It is shown that the synthesis of competition and cooperation of the Republic of Buryatia, Zabaikalskii Krai and the Irkutsk Oblast creates the foundation for future development and the growth of the economy in the Baikal region, for active participation not only in russian but in eurasian horizontal integration processes.
