Expert-analytical additional of function of the public authority plays an important role in the decision taken process. Nowadays, there are a lot of different think tanks, which work is directly or indirectly contributed to the governmental system as an expert-analytical papers, data or expert views. The foreign expert-analytical centres have their classification system depending on their functional organization. For example, where are governmental, non-governmental, academical and self organized think tanks. An interesting fact is that different to the Russian practice of the expert-analytical centres, the foreign think tanks can be as a part of the political party or political fund.
